Authentication of Documents by the Department of Foreign Affairs and International Trade (DFAIT)

Foreign Governments and organizations sometimes require documents to be authenticated before they will accept them. To have Canadian documents authenticated for use abroad, AA1 MSQ Visaenterprise Ltd. Legal department can assist you fully in the legalization and authentication procedure in Ottawa, Canada for business, legal and personal purposes for all types of documents. Our professional experts will simplify and expedite the authentication process by the Department of Foreign Affairs and International Trade (DFAIT) and the legalization process by the embassies, consulates and any other legal institution. Please carefully review the information below before you send your document to us.

General Information and policy

DFAIT only authenticates Canadian signatures on documents. They only authenticate signatures on documents - They do not review or approve the content of documents. However, it may not be possible to authenticate a particular document if the content of a document is such that it is expected to mislead or may be used for fraudulent purposes. You will be advised if this is the case.

Photocopies of original documents can be authenticated. However, they must be certified true copies, signed and sealed by a Canadian notary or commissioner of oaths. If the photocopies you send are not properly certified, signed and sealed, they will be not be authenticated.

Name /title and signature insure that the document you would like to be authenticated by DFAIT is stamped and signed. The name of the signatory must be printed and clearly legible.

Criminal Record Checks, Fingerprint/Clearance Certificates

As of February 1st, 2010 all criminal record checks, fingerprint/clearance certificates, and any documents originating from the RCMP, provincial or local police stations must first be notarized before it is taken for authentication at DFAIT.

Translated Documents

Translation of documents: Translated documents must be submitted along with the original document. If the original is written in a foreign language, you must have the document translated into English or French and then have it certified by a Canadian notary or commissioner of oaths.

Documents (regardless of the language) can only be authenticated if they are certified, signed and sealed by a Canadian notary or commissioner of oaths.

If the documents you send are not translated into French or English or if they are not properly certified, signed and sealed, they will be returned to you without being authenticated.

Please bear in mind that documents have to be translated by a certified translator.

Certificates of Birth, Marriage or Death

DFAIT authenticates original long form birth, marriage or death certificates issued by the office of vital statistics of the relevant province.

Marriage search documents issued by the province of Ontario must be notarized.

Photocopies of birth, marriage or death certificates can be authenticated. However, they must be certified true copies, signed and sealed by a Canadian notary or commissioner of oaths. If the photocopies you send are not properly certified, signed and sealed, they will be returned to you without being authenticated.

We do not authenticate plastic, wallet-sized versions of these certificates.

Religious documents will not be authenticated regardless if they are certified, signed and sealed by a Canadian notary or commissioner of oaths. Examples include baptismal certificates, religious marriage certificates, or any documents issued by a religious institution.

Educational Documents

DFAIT only authenticates degrees or student transcripts issued by Canadian educational institutions, recognized by the Ministry of Education.

Canadian university or college degrees or transcripts must be signed and sealed by the relevant Office of the Registrar. A full signature, name and title must appear on the document.

Canadian high school or elementary school transcripts must be signed by the principal or vice principal of the school that issued the document. A full signature, name and title must appear on the document. Otherwise must be notarized by Canadian notary or commissioner of oaths.

Photocopies of degrees and transcripts can be authenticated. However, these must be certified true copies, signed and sealed by either the relevant Office of the Registrar or a Canadian notary or commissioner of oaths.

In the case of degrees or transcripts from foreign educational institutions, you should contact the nearest embassy or consulate of the country from which the document was issued. That office will advise you of the procedures you will have to follow to have your documents authenticated.

Statements In-Lieu of Certificate of Non-Impediment to Marriage Abroad

If you wish to get married in a country other than Canada, you may be required to obtain a Statement In-Lieu of Certificate of Non-Impediment to Marriage Abroad. In order to determine whether you will require a Statement, visa, etc., you must contact the embassy, high commission or consulate in Canada of the country concerned.

You can submit your request for a Statement In-Lieu of Certificate of Non-Impediment to Marriage Abroad in person or by mail. Processing time for these Statements is approximately 35 working days, regardless of how they are delivered to them.

If you were born in Canada, you must submit your certified birth certificate.

If you were not born in Canada, you must submit certified true copies of your Canadian citizenship card and Record of Landing form. If you have lost your Record of Landing form, this must be mentioned in the statutory declaration of marital status.

You must provide a statutory declaration of your present marital status and indicate the name and citizenship of your future spouse. Statutory declarations can be done before a Canadian notary or commissioner of oaths.

If you have been married before, you must submit your certified divorce certificate or divorce judgment. If you are a widow or widower you must submit a certified copy of the death certificate of your deceased spouse.

If you intend to marry in the Socialist Republic of Vietnam, your certificate must be issued no more than three months before your intended marriage date.

Other documents

Legal documents must be signed and sealed by a Canadian notary or commissioner of oaths.

Medical reports must be certified by a Canadian notary or commissioner of oaths, or by a representative of the relevant provincial medical association. If the documents you send are not properly certified, DFAIT will not authenticate them.

If your documents are not listed above please have them notarized before sending them for authentication. If the documents you required authentication are not properly certified, they will not be authenticated; so please follow the above policies carefully in order to have your goal achieved without any delay.

  2. Notarization of documents at a Notary Public.

The first step in making a document legally valid is to have it attested by a Notary Public or a Commissioner of Oaths. AA1 MSQ Visaenterprise can assist you with a Notary Public in Ottawa, Canada. In order to validate your document, please send us the original document so it can be validated by our legal department.

*A Notary Public is someone who is legally authorized (licensed) to witness signatures, certify a document's validity, administer oaths, take affidavits and witnesses the execution of certain documents. Commissioners of Oaths
*An oath is a solemn declaration that a statement is true. An oath must be taken before a Commissioner of Oaths or a Notary Public for it to be valid. Oaths are often used to confirm a written statement, known as an affidavit, for use in court, estate or land title transactions.

The consul shall also verify the powers of the representative of the juridical person on the basis of:
Availability of his office certificate with a photograph indicating the fact that the person is the CEO
Certified extracts of the minutes about the appointment of the officials empowered to sign documents on behalf of the said legal person
Power of attorney for carrying out a specific action.
Legal competence of a juridical person (office, enterprise, organization) shall be established on the basis of the charter documents (Charter, Foundation Agreement. For not-for-profit organizations - on the basis of General Provisions and registration documents).
The fee for the legalization (i.e. an English version of each Certificate, each Letter from various organizations, each Power of Attorney, a By-Law, each Statement, etc. together with their Russian translations if needed, BUT NOT A SET OF THESE DOCUMENTS) is $60.00 for 4 days and $120.00 for 2 days.

  4. Attestation of medical reports at Provincial/territorial College of Physicians.

Authentication of medical report

- The purpose of the attestation of the College of Physicians and Surgeons is to confirm that the physician is licensed in that province or in that territory. The College of physicians and Surgeons does not attest the test results.
- Ensure that your Medical report you require to be authenticated by the College of Physicians and Surgeons is signed by the physician and that his/her registration number appears on the report. The name of the physician must be printed and clearly legible.
- Ensure that all of the required tests, test results and medical report are fully completed when you are applying for a Saudi Arabian Employment or Residency visa.
